The Philosophical Review released a free edition (October, 2010) to the public. I highly suggest that any student interested in publishing read some of these articles in order to get a feeling for the quality of writing expected in a top journal.
One of the most important things to do while in graduate school is to get one of your papers published. Getting a paper published is relatively easy, there are tons of graduate and low tier journals which will most likely publish your work.
What makes publishing important is that it not only shows that someone wants to publish your work, but WHO wants to publish your work. If one gets published in a graduate journal, this may give one a bump over a exactly similar application, but it will not give you any footholds generally.
What is extremely important in publishing is where you publish. Philosophy journals have differing reputations for their review process. Some are well known and respected only in their field while some are more far ranging. Of the wide ranging ones The Philosophical Review is one of the most highly respected. If you manage to get a paper published by them in graduate school this will make your application stand out from the crowd.
